Douglas H. Barclay,President

Douglas Barclay is President of JB Management and Engineering Group. He has been active in the National CALS Industry Steering Group since 1988. He has been a member of the Acquisition and Management Committee of the Industry Steering Group for a number of years.

Qualifications:

Doug has performed analysis on Integrated Weapon System Databases for multiple weapon systems to help move the acquisition community toward a truly CALS compliant environment. He is currently assisting Westinghouse Oceanic Division achieve a Contractor Integrated Technical Information System (CITIS) for a Navy Program. As the former Program Manager of Test Measurement and Diagnostic Equipment (TMDE), he was instrumental in developing the Army's Contact Test Set which is utilized as the platform of choice for interactive Technical Manuals.

Other duties that equips Doug in his leadership role

• Mr. Barclay spent 28 years on Active duty in the U.S. Army with a specialty of Acquisition and Automated Logistical Systems.
• He is on the board of the Society of Logistical Engineers.
• He is on the board of the American Defense Preparedness Association.

Doug and his wife Marian enjoy golfing and travel to see many of their friends around the US. He has three children Doug II, Karen, and Alan, all of which have embarked on careers of their own.  His degrees include an undergraduate Bachelor of Industrial Management (Auburn), a Masters in Operations Research Systems Analysis, and a Masters in Systems Management.
