CALS is a Department of Defense (DoD) strategy for achieving effective creation, exchange, and use of digital data for weapon systems and equipment. It comprises a core strategy to share integrated digital product data through a set of standards to achieve efficiencies in business and operational mission areas.
The strategy consists of the following elements: Business process change Use of leading edge information technology A shared information environment Use of international standards A structured management approach
CALS has been described as an industry and government strategy intended to enable more effective generation, exchange, management, and use of digital data supporting the life-cycle of a product, through the use of international standards, business process change, and advanced technology applications.
CALS began as primarily a US defense industry and government effort to integrate systems development, production, and support, but has become recognized as a leading-edge prototype for a manufacturing community "virtual enterprise" in the 21st centruy. As such, CALS has been accepted as the focus for enterprise integration in nations throughout Europe and the Pacific Rim.
Having evolved from logistics automation to the standardization of digital exchange within an EC environment, CALS focuses on the integration of business functions with the use of information technology. The Departments of Defense and Commerce, along with the National Security Industrial Association, the CALS Industry Steering Group, and many major corporations are actively working to implement EC and CALS.
The CALS strategy is to establish integrated data environments for the common use of small and medium businesses, large corporations, and government agencies. With industry and government collaborating through an integrated database, the process of designing, developing, manufacturing, distributing, and servicing products will become more efficient and cost-effective. CALS promotes higher quality products, improved product support, lower costs, and shorter product and process cycle times.

The Electronic Commerce Resource Centers were formerly called the CALS Shared Resource Centers (CSRCs). There are 11 ECRCs. Each is chartered to help small and medium enterprises (SME) achieve proficiencey in the use of CALS and Electronic Commerce. Each has basic capability for all CALS and EC disciplines. In addition, each has areas of special capabilities and concentration of resources.
MEARS was designed to eliminate the massive duplication of paper inherent in the current DOD ECP review process.
JCALS was originally ACALS or Army CALS when CALS was Computer-aided Acquisition and Logistic Support. JCALS is a part of the Department of Defense's CALS strategy. This program provides an Information Management System (IMS) to support uniform logistic and acquisition engineering, management, materiel management, and other life-cycle functional processes. The JCALS program provides for an infrastructure which supports a common and integrated structure for organizing data about weapon systems during their entire life-cycles. The system provides applications and services to implement joint functional processes. JCALS strategy is to enable more effective generation, exchange, management, and use of digital data supporting defense systems thereby migrating from manual, paper-intensive defense system operations to integrated, highly automated acquisition and support processes.
PM JCALS is a joint Service office tasked with creating a digital environment which actively supports the implementation of the acquisition and logistics requirements of the Services and the Defense Logistics Agency (DLA) through a system architecture which allows the sharing of logistic technical information among various users within the DOD community. These users are typically the joint Services and some Government agencies, and the commercial enterprises which support them. The office is located at Fort Monmouth, New Jersey and reports to the Program Executive Office Standard Army Management Information Systems.

JCALS is a joint service information technology program to improve the processes to acquire, develop and maintain U.S. Military systems. BPR is one term used to describe how organizations achieve radical improvements over a short period using process-focused methods. Other names include business re-design, process re-design, and business re-engineering. BPR challenges the status quo to achieve new ways of doing business that create long-term competitive advantage.
Closely associated with BPR and sometimes used synonmously is BPE, Business Process Engineering. Strictly speaking, the distinction is a matter of degree, with BPE including incremental changes and BPR usually being reserved for the more radical changes. BPE often include BPR as a special case. Rapid Acquisition of Manufactured Parts is a project managed by South Carolina Research Authority (SCRA) under the auspices of NAVSUP to produce mechanical and electrical parts using an agile manufacturing suite and state-of-the-art engineering and reverse-engineering processes.
The Army CALS Implementation Plan , Dated September 1995, promulgates the Military Services tasks identified in the DoD CALS Master Plan and addresses the implementation of CALS within the United States Army. The plan descrives the Army's CALS strategy, goals, objectives, and teh Army's management structure that will be used to implement CALS in support of the Army;s Enterprise Strategy to "Digitize the battlefield" under the concept of FORCE XXI.
A major objective of the plan is to provide Program, Project, adn Product Managers (PMs) and their matrix support managers with policy and procedures that will enable them to improve the acquisition and life cycle support of their weapon and C4I systems.
